You make it sound like Bucaramanga is somewhere in the US Midwest. I don't know what spectrum you mean, but the important one is the spectrum across the social strata which exists in every Colombian city. There are plenty of conservative serious working people in both places. And Antioquia is as much about farming as Santander. You are right about the history of violence. A large part of the population of Medellin are displaced families who were chased off their land and out of their houses in the country by paramilitaries.
And that's why you have Raudal and Veracruz in Medellin and not in Bucaramanga. But as I have shown, there are plenty of P4 P places in Bucaramanga, as one would expect of a city that size in Colombia.
And being fairly fluent in Spanish is a requirement everywhere in Colombia outside tourist ghettoes like Parque Lleras.
